"Seems there is no easy way anymore to establish a L2tp VPN connection since OpenSwan has been deprecated and removed in Ubuntu 14.10". However: "A PPA exists now for network-manager-l2tp"

#Setup#

(Tested with Ubuntu 20.04.2 LTS on ThinkPad, August 2021)
1. Install the network manager:
- sudo add-apt-repository ppa:nm-l2tp/network-manager-l2tp
- sudo apt install network-manager-l2tp network-manager-l2tp-gnome
2. From the "Network" settings, add a new VPN:
- Select "Layer 2 Tunneling Protocol (L2TP)", see picture.
3. Fill out the "Identity" (see picture):

- Gateway: vpn.adm.s.u-tokyo.ac.jp
- Type: Password
- User name: your (10-digit) UTokyo user ID
- Password: your School of Science Password
- If you are asked for a pre-shared key (PSK) or shared secret: sos
